This study aimed to develop a Module-Based Scout Extracurricular Program to strengthen discipline and independence among Senior Rover Scouts by integrating scouting principles and character education. The study employed a Research and Development (R&D) approach adapted from the Borg and Gall model, involving needs analysis, product development, expert validation, revision, and field testing. Data were collected through observation, interviews, documentation, expert validation, and student questionnaires and analyzed using descriptive quantitative and qualitative techniques. The developed module integrated the Basic Principles of Scouting, Scout Method, Tri Satya, Dasa Darma, learning by doing, patrol system, reflection, assessment, and follow-up activities. Expert validation produced an overall feasibility score of 97.89%, categorized as Very Feasible. Field testing involving 41 Senior Rover Scouts yielded Very Good responses for discipline (89.17%) and independence (87.90%). The study concludes that the module provides a feasible and structured framework for character development. This implies that systematic scouting modules can help schools manage extracurricular programs that promote observable discipline, independence, responsibility, and initiative.
